Staying connected in Azerbaijan

Azerbaijan is well covered: 4G reaches Baku, the Caspian coast and the mountain towns of Sheki, Gabala and Quba. Install a travel eSIM at home and switch it on when you land in Baku. Which Azerbaijan plan to choose

GB plans suit most trips: about 3 GB covers a long weekend in Baku, 5 GB a week including Sheki and Gabala, and 8 GB two weeks across the country. Unlimited plans give unlimited data with no data cap and no fair-usage limit, priced by the number of days, for long stays or remote work in Baku. Data + calls plans add call minutes to mobile data. GB and unlimited plans are data-only, with no local phone number.

Networks and coverage

Azercell is Azerbaijan’s largest operator, with around half the market and over 5 million subscribers; Bakcell is second with over 3 million, and Nar third. Azercell’s 4G reaches roughly 94–98% of the population and territory. 5G is still limited: Azercell and Bakcell run test zones in central Baku, around Fountain Square and other central sites. Baku has strong 4G, including many metro stations. Sheki and Gabala are well covered in town, while around Quba and Shahdag hikers should expect dead zones in deep valleys and on high passes.

Arriving at Heydar Aliyev International

Most visitors land at Heydar Aliyev International Airport (GYD), about 20 km northeast of Baku and the busiest airport in the South Caucasus. After landing, turn off airplane mode, switch the eSIM line on, choose it for mobile data and enable Data Roaming for that line; the plan is prepaid, so roaming adds no charge. Validity starts on the first connection in Azerbaijan.

Phone registration (IMEI)

Azerbaijan requires phones brought in for personal use to be registered by IMEI within 30 days if they run on a local SIM; an unregistered phone’s IMEI is then blacklisted. A visitor roaming on a foreign operator’s SIM does not need to register, according to the operator Bakcell, and a travel eSIM is exactly that. Tip: Download offline maps before driving into the mountains around Quba and Shahdag, where valleys and passes lose signal. Keep your home SIM in for bank codes, with data roaming off.
