Which Timor-Leste plan to choose

Networks: Telemor, Timor Telecom and Telkomcel

Timor-Leste has three mobile operators: Timor Telecom, which held a monopoly until the market opened in 2012; Telkomcel, owned by Indonesia’s Telkom group; and Telemor, Vietnam’s Viettel brand in the country. AirOva plans run on Telemor; Telemor says it holds the largest mobile market share. Telemor launched 4G in 2017, and by 2020 its 4G reached all 13 districts, covering about 70% of the territory; it switched on 5G in Dili in August 2025.

Arriving in Dili

Flights land at Presidente Nicolau Lobato International Airport (DIL) in Dili’s western suburbs, with routes from Bali (Denpasar), Darwin and Singapore among others. After landing, turn off airplane mode, switch the eSIM line on, choose it for mobile data and enable Data Roaming for that line; the plan is prepaid, so roaming adds no charge. Beyond Dili: the mountains and Atauro

Atauro is reached from Dili by ferry — about 2 hours 15 minutes on the Berlin Nakroma or about 3 hours on the Success — or by fast boat, and most visitors arrive at Beloi. Crossings are occasionally cancelled in the wet season, from November to April, so confirm with the port authority APORTIL before you go. Because coverage is concentrated in towns, expect weak or no signal on mountain roads, remote trails and in parts of Atauro.

Tip: Before leaving Dili for the mountains or Atauro, download offline maps, your ferry details and your host’s contact, and tell someone your plans. Keep your home SIM in the phone with data roaming off for bank codes, and let the eSIM carry your data.
